Tuesday, 9:00h a.m.:10 issues that had been made the previous day by merging 20 topics were appointed to 10 newly formed groups.
Tasks was to be done until afternoon. 16:00 p.m.:

Step 1: each group to have 1 joint opinion on their topic. 1 chapter of the Declaration.
Step 2: Political recommendation
Step 3: Action proposals – self-commitments

Fatal realities of Fortress Europe;

Hatred speech against foreigners:
- illegals, (irregulars). What is legal, what is not?;
- Media, politicians not to offensive word for them. No racial profiling or paternalistic in media. Responsible use of language, respectful use, etc.
- Positive action of EU and member-states toward media. Towards to the autonomy of migrants in media descriptions?
Public figures, leaders of decision making bodies and the media must have responsible use of language when addressing immigration. We are against racial profiling in the media.

Terminology: Immigration:
A. Voluntary, Planned immigration – Economical, students
B. Forced – asylum seekers, human trafficking.

Problem of the existing European policies:
A. Before coming, stopping them;
B. After coming, what to do with them?

Often changes of the immigration policies. Why?
A. Stop the leaks;
B. Not enough thinking (analysing), fast changes. First act, then think;
C. Not considering the causes for migration – armed conflicts, economical misbalance, etc.

How or whether to address the problems outside Europe? The connection North-South. Yes or No? Are there responsibility because the colonialism or something in the past? Let stop help to the Third World and just stop to intervene and create problems there. EU institution to accept the principle of International Solidarity and respect the International Law in way respectful for the problems of the countries that create emigration. Maybe just to create stability via support only of the democratic regimes?

Stop the false "helping" the emigration countries. The Youth is for more consistent European policy towards the outside world in addressing the problems that cause forced migration.

We are for immigration management not violating the HR.
Right of establishment (understood as right of entry and settlement) is one of the basic HR. We are for laying down certain conditions for granting the non EU-citizens with right of establish in the Europe.

Lots of differences in practice in implementing the immigration management measures in each state.
There must be common European strategy about immigration.

Europe as an open society.

The implementation of Immigration policy (if any) in practice. Measures against the immigrants and their HR – detention of asylum seekers, uneven standards in different countries, etc.
How the criminal structures use this measures to traffic people.
Detention of all immigrants or asylum-seekers.
Detention for immigrants is unacceptable. We are for closing all detention centres and especially (particularly) those for asylum-seekers.



PROPOSAL FOR A CHAPTER IN THE DECLARATION (final):

The respect for diversity is a value we uphold.

There must be a common European strategy about immigration.

Stop the false "helping" the emigration countries. We are for more consistent European policy towards the outside world in addressing the problems that cause forced migration.

We are for immigration management not violating the HR.

Right of establishment (understood as right of entry and settlement) is one of the basic HR. We are for laying down certain conditions for granting any human being with right to establish in Europe.

We are against racial profiling in the media. Public figures, leaders and decision-making bodies and the media must have responsible use of language when addressing immigration.

Detention for immigrants is unacceptable. We are for closing all detention centres and especially (particularly) those for asylum-seekers.

ACTION PLAN:

Lobbying:
For closure of detention centres designed for asylum seekers.
For governmental PR campaigns for to name immigrants as people with a respectable name.
For signing the UN Convention for working migrants.

Activities & events:
Organising workshop during the CoE All Different, All Equal campaign about the items of migration.
Memorial plates inn the cities with names and information about a death cases.
Demonstrations
Talk to people around you on 18th of December (International Migrants Day)
20th of June – International Refugee Day.

Local Community Action
Organise a football game with undocumented migrants.
Bringing natives and immigrants closer by visiting detention centres
Schools and youth groups to visit asylum-seekers homes

Empowerment of Asylum-seekers and immigrants
Informing asylum-seekers of their rights an empowering them to take action;
Produce a book with personal stories of UMDs

Information
Keep orgs up to date in development in law and policy about immigration in other European countries
Creating databases with documentation of HR violations at immigration procedures, internationally available
Make a clear distinction between refugees and immigrants
